Message	not really, basically you can't run anything LOWER than Wastegate spring pressure... You can run HIGHER Pressure by installing a boost controller which "pinches" or "bleeds off" extra pressure. So when you turbo's are actually making 15 psi, 4 psi of that is either bled off or restricted so the wastgates "only see" 11 psi and then open.
